Subject: [PATCH] Make Bazel release jobs advisory (#52299)

## Why

Parallel Bazel artifacts are advisory while Cargo remains the release path.

## What changed

- Set `continue-on-error` for Bazel matrix jobs covering builds, Windows symbols and signing, and macOS signing, packaging, and verification.
- Assign the main release build jobs in both workflows to the `bazel` environment with `deployment: false`.
