rka-oai 4ee41929ea Add tool namespace metadata configuration (#37389)
## What changed

- Add `features.tool_registry.include_tool_namespaces_info` to the TOML model,
  generated schema, and resolved runtime configuration. The setting defaults to
  `false` and controls whether per-turn request metadata includes the resolved
  tool namespace inventory.
- Preserve the resolved setting in session configuration locks.
- Cover top-level and profile-scoped strict configuration, deserialization,
  resolution, and lock-file persistence.

Abhinav 81b9bc2109 Recognize MCP tool hook configurations (#37363)
## What changed

- Parse `mcp_tool` hook handlers with a server, tool, JSON input, and optional timeout and status message.
- Return managed MCP tool hooks from `configRequirements/read` and include the handler in the generated protocol schemas.
- Skip MCP tool hooks during discovery with an explicit warning until execution is supported.

## Testing

- Cover MCP tool hook deserialization, including nested and null JSON input values.
- Extend the config requirements RPC test to verify the new handler shape.

Abhinav 2994f545a7 Enforce managed authentication requirements locally (#37132)
## Why

Authentication restrictions must apply before stored or environment-provided credentials can be used, including during bootstrap before cloud requirements are fetched.

## What changed

- Add local `requirements.toml` allowlists for login methods and ChatGPT workspaces. Ignore these fields in cloud-provided requirements.
- Combine managed workspace allowlists with existing workspace restrictions by intersection, and fail closed when the resulting policy permits no usable login method.
- Centralize policy checks in the authentication manager so CLI, TUI, app-server, external-auth, and credential-loading paths consistently reject disallowed authentication before token hydration or network requests.

## Testing

- Cover policy composition, workspace intersection, invalid stored and external credentials, bootstrap enforcement, and login endpoint restrictions.

rka-oai 1e489adad0 Enforce strict tool name collision errors (#37020)
## What changed

- Track the first duplicate effective tool name while assembling the tool registry, including collisions introduced by external tools, code mode, and tool search.
- When `[features.tool_registry].error_on_tool_collisions` is enabled, fail the turn with a `duplicate tool: <namespace>.<name>` error before sending a model request.
- Continue allowing identical tool names in different namespaces, and preserve the existing collision behavior when strict checking is disabled.

## Testing

- Cover registry collision tracking, strict tool planning across tool sources, namespace isolation, failure before sampling, and pre-sampling compaction.

Eric Traut 17801b4206 Prompt before trusting local project directories (#36960)
## Why

Trusting a directory enables project-local config, hooks, and exec policies, which can increase exposure to prompt injection. Require an explicit decision instead of automatically trusting projects whose trust level is unset.

## What changed

- Add a directory-trust step to TUI onboarding, with options to trust and continue or quit.
- Apply trust to the Git repository root when starting from a subdirectory, persist the decision, and reload config before continuing.
- Keep the prompt active and show the config error when trust cannot be persisted. Skip the prompt for remote workspaces and projects with an explicit trust level.

## Testing

- Cover trust-screen rendering, keyboard selection, persistence failures, and prompt visibility for explicit trust and Windows sandbox states.

rka-oai 9952933c1d Add tool registry collision policy configuration (#36954)
## What changed

- Add `features.tool_registry.error_on_tool_collisions`, defaulting to `false`, to the TOML model, generated schema, and resolved runtime configuration.
- Treat `tool_registry` as structured configuration rather than a feature toggle, including in strict config validation and profile configuration.
- Preserve the resolved collision policy in session config lockfiles when it is enabled or explicitly configured.

## Testing

- Cover deserialization, strict validation, default and enabled resolution, feature materialization, and config lockfile serialization.

Eric Traut 1e59dc5bda Trust undecided local projects automatically (#36935)
## What changed

- Replace the TUI directory-trust prompt with automatic trust for local projects whose trust level is unset. Keep explicit trust settings and remote workspaces unchanged.
- Persist trust for the resolved Git or configured project root, then reload configuration so project-local settings take effect.
- Fall back to an in-memory trust override and an embedded app server when the config update cannot be persisted.

## Testing

- Cover persisted and in-memory trust, custom project-root markers, and the working directories selected by resume and fork flows.

tongzhou wang 51c9ed6d4f Add per-surface MCP tool exposure controls (#36781)
## Why

MCP tools can be exposed directly, discovered through tool search, or called
from Code Mode. Servers need to be able to opt out of any of these surfaces
without disabling their tools everywhere.

## What changed

- Add `omit_tools_from` to MCP server configuration, accepting any combination
  of `direct`, `deferred`, and `code_mode`.
- Apply the exclusions independently when building direct, deferred, and Code
  Mode tool surfaces while keeping omitted tools registered for permitted uses.
- Remove client-private `_meta` fields from MCP results returned to Code Mode.
- Include the new setting in the configuration schema and MCP config
  serialization.

## Testing

- Cover every exposure combination across Code Mode, Code-Mode-only sessions,
  tool search, direct-only namespaces, and prefixed and unprefixed MCP names.
- Verify direct and nested execution paths, parallel-call support, config
  round-tripping, and `_meta` filtering.

jif 78306a32af Clarify config layer iteration APIs (#36774)
## What changed

- Replace the ordering enum and `include_disabled` boolean with named
  `ConfigLayerStack` iterators for each precedence direction.
- Keep enabled-only iteration separate from `all_layers_*` iteration, which
  includes disabled layers.
- Update config consumers to use the iterator matching their precedence and
  disabled-layer requirements without allocating an intermediate `Vec`.

## Testing

- Add coverage that verifies ordering and disabled-layer filtering for all four
  iterators.

Felipe Coury 1e85ca099e Support two-stroke TUI key chords (#36511)
## What changed

- Accept two-stroke bindings such as `ctrl-x ctrl-s` in TUI keymap configuration while preserving arrays as alternative bindings.
- Route chords through the active TUI context, show pending and configured chord hints, and cancel pending chords on `esc`, context changes, or a one-second timeout.
- Extend `/keymap` to capture, add, replace, and display key chords.
- Reject chords that conflict with active single-key bindings, overlapping-context chords, or reserved terminal shortcuts.

## Testing

- Add coverage for chord parsing, validation, matching, timeout and cancellation behavior, context dispatch, key capture, and rendered shortcut hints.

jif 164b3bfeab Isolate MCP OAuth credentials by environment (#36310)
## Why

MCP servers running in an executor must not reuse host-owned OAuth credentials,
even when they have the same configured server name and URL.

## What changed

- Derive environment-scoped credential names for executor-owned MCP servers and
  use them consistently for login, logout, authentication, and connection setup.
- Mark executor-owned entries in the file credential store and fail closed when
  loading or saving an entry could cross the host/executor boundary.
- Preserve compatibility with existing local OAuth credentials, including local
  server names that overlap the new reserved prefixes.

## Testing

- Extend the executor MCP integration test to verify that executor requests use
  the executor token, never send the host token, and persist both credentials
  separately.

Adam Perry @ OpenAI 2f19a57704 Preserve multi-agent settings across config representations (#35656)
## Why

`features.multi_agent_v2` can be represented as either a legacy boolean toggle
or a table with an `enabled` field and nested settings. Layering or editing
configs that mix these forms could replace one form with the other and discard
the enabled state or nested settings.

## What changed

- Normalize boolean toggles to the table's `enabled` field when merging config
  layers, applying CLI overrides, and editing user or profile config.
- Preserve nested multi-agent settings when toggling the feature, while keeping
  ordinary replacement semantics for unrelated paths.
- Attribute normalized `enabled` values to the layer that supplied the boolean
  toggle so config write results report overrides correctly.

## Testing

Added coverage for layered config, CLI overrides, config edits, app-server
writes, and origin metadata using both root and profile feature paths.

Channing Conger cba0e2701c Allow disabling the in-process code-mode host fallback (#35266)
## What changed

- Allow `features.code_mode_host` to use a configuration table with
  `disable_in_process_fallback`. When enabled, failure to start the standalone
  host is returned as tool output instead of falling back to embedded V8.
- Preserve the existing fallback behavior by default and continue accepting the
  boolean feature toggle.
- Limit displayed host paths in spawn errors to 512 bytes while retaining the
  executable-bearing suffix and valid UTF-8 boundaries.

## Testing

- Cover boolean and table-based feature configuration, fallback-disabled host
  failures, and bounded ASCII and UTF-8 error paths.

Eric Traut 7d4b417cd1 Keep side conversations open when switching threads (#35011)
## What changed

- Add a configurable `toggle_side_conversation` TUI action, bound to `ctrl-/` by default, to switch between a side conversation and its parent without closing either.
- Show the active binding in the footer and distinguish switching from closing with `ctrl-c`.
- Allow starting a replacement side conversation from the parent, while cleaning up the previous side thread and preserving it if cleanup fails.
- Clean up retained side conversations when shutting down the current thread.

## Testing

- Cover shortcut remapping, conflicts, and compatibility with existing `ctrl-/` and `ctrl-7` bindings.
- Cover side-thread replacement and footer states for both the parent and side conversation.

Abhinav ee71c4a90f Enforce exact values from managed config requirements (#34597)
## What changed

- Apply managed values for `sqlite_home`, `log_dir`, `model_catalog_json`,
  `check_for_update_on_startup`, `allow_login_shell`, the report-submission
  opt-in, and `windows.sandbox_private_desktop` to the runtime configuration,
  with source-aware warnings when they override configured values.
- Expose these values through `configRequirements/read`, return them from
  `config/read`, include them in session config locks, and show their sources in
  the TUI config debug view.
- Reject app-server writes that overlap an exact managed requirement with
  `configRequirementReadonly` while leaving unrelated sibling keys writable.

## Testing

- Cover runtime overrides, requirement API mapping, config reads and writes,
  session lock serialization, cross-platform path URIs, and debug output.

Abhinav 7442f5f932 Add keyed shell environment policy filters (#34590)
## What changed

- Add `shell_environment_policy.filters`, mapping environment-variable patterns to `include` or `exclude`, while continuing to accept the legacy `exclude` and `include_only` arrays.
- Merge filter keys case-insensitively across config layers so higher-precedence entries can override individual patterns. Switching representations replaces the other representation instead of combining them.
- Reject mixed, duplicate, or malformed filter definitions in enabled layers, config writes, and reloads, while retaining the previous session configuration when a reload is invalid.
- Make config-manager reads and writes representation-aware and preserve existing formatting when updating individual policy values.

## Testing

Add coverage for parsing, schema constraints, layered merging, validation and diagnostics, config writes, override metadata, and invalid session reloads.

Andrei Eternal e4836f998d Add configurable hook context spill limits (#34393)
## What changed

- Add `additionalContextLimit` to command hook configuration for events that can emit `additionalContext`.
- Apply the limit independently to each hook's context before it is sent to the model. Unset values retain the 2,500-token default, while `0` disables spilling for that hook.
- Expose configured limits through app-server hook and requirements responses, and show them in the TUI hooks browser.

## Testing

- Cover JSON and TOML parsing, discovery and hashing, per-hook spilling behavior, app-server responses, and TUI rendering.

iceweasel-oai 4bc2c723ef Select the elevated Windows sandbox for network proxies (#33445)
## Why

Windows firewall enforcement is tied to the logon-user sandbox identities. Proxy-enforced commands therefore need the elevated backend even when the configured sandbox mode is the default restricted-token mode.

## What changed

iceweasel-oai abbb8c569c Require the elevated Windows sandbox for network proxies (#32857)
## Why

Network proxy enforcement on Windows requires the elevated sandbox backend. Silently selecting that backend for an unelevated configuration makes the effective sandbox differ from the configured mode.

## What changed

- Reject enabled network proxy configurations on Windows unless managed requirements allow only the elevated sandbox and `windows.sandbox` resolves to `"elevated"`.
- Preserve the configured sandbox backend during execution and validate proxy compatibility at config loading, sandbox setup, and process launch boundaries.
- Defer this validation during cloud-config bootstrap so authoritative managed requirements can be loaded first.

## Stack

Review and merge in order. Every layer is independently correct and
documents its safe stopping point.

login/logout transaction serialization
6. [openai/codex#30296](https://github.com/openai/codex/pull/30296) —
diagnostic-only Auto store drift reporting

**This PR is layer 2.**

## Why

`Auto` is keyring-first with a File fallback, but re-evaluating that
policy during transport reconstruction or persistence can make one MCP
client read from one store and later write to another. With rotating
refresh tokens, the second store may contain an older token. This layer
makes the source selected at client startup explicit and keeps that
authority stable for the client lifecycle.

## What this PR does

- Keeps `resolve_oauth_tokens_from_store_policy` as the single
configured-policy entry point and returns both credentials and the
concrete File or Keyring source that supplied them.
- Puts exact `load`, `save`, and `delete` operations on
`ResolvedOAuthCredentialStore`, making “resolve configured policy” and
“use the selected authority” distinct at call sites.
- Pins the first concrete source in `pinned_credential_store` in the
transport recipe, so initialization retries and session reconstruction
cannot re-evaluate `Auto` and adopt another store.
- Gives `OAuthPersistor` the resolved store and keeps subsequent
persistence and removal on that authority.
- Uses a typed keyring-load error to distinguish aggregate-store
coordination failures from ordinary backend failures; a coordination
failure is surfaced instead of triggering File fallback.
- Keeps login-time `Auto` behavior unchanged: prefer Keyring, fall back
to File when unavailable, and clean up legacy File state after a
successful keyring save.
- Adds structured server/backend context when fallback cleanup fails.

## Explicit decisions and non-goals

- The selection is lifecycle-local and in memory. This PR does not add a
durable backend selector, migration, reconciliation registry, or global
source of truth outside `CODEX_HOME`.
- `Auto` may choose File at the start of a later process if keyring
availability changes. Once this client resolves, a selected-store
failure is returned instead of hot-switching.
- Different `CODEX_HOME` instances remain independent even when they can
access the same Direct keyring credential.
- Cross-process refresh serialization is intentionally not part of this
layer.

## Safe stopping point

This PR can merge alone. A single MCP client no longer hot-switches
credential stores across transport rebuilds or persistence. Two
processes can still refresh the same selected credential concurrently
until layer 3.

## Review size

The net layer is 9 files, +668/−144. The production change remains
focused on store resolution and lifecycle pinning; the largest follow-up
is integration coverage that drives real session recovery.

## Validation

- `just test -p codex-rmcp-client` (99 passed; 5 expected skips)
- Real-client 404 recovery coverage with different Keyring and File
tokens; captured bearer headers prove the stale File token is never sent
- Mutation check: removing the lifecycle pin makes that integration
regression fail by observing the stale File token

jif cf6d8ad921 Remove the network proxy config wrapper (#31767)
## Why

`NetworkProxyConfig` only wrapped `NetworkProxySettings` in a single
`network` field. That extra level made runtime callers repeat `.network`
everywhere without representing a real boundary.

## What changed

- move the managed-network fields directly onto `NetworkProxyConfig`
- collapse the matching partial-config wrapper
- update runtime callers and tests to use the direct fields
- keep the user-facing permissions/profile TOML layout unchanged

The internal serialized shape now matches the runtime type itself. This
does not change managed-network behavior or the `config.toml` shape.

Alex Zamoshchin f6e251c3ac [codex-rs] Add writes app approval mode (#30482)
## Summary

- Adds `writes` to `AppToolApproval` and exposes it through config and
app-server schemas, including
`[apps._default].default_tools_approval_mode`.
- In `writes`, tools with `readOnlyHint = true` skip approval; all other
tools prompt, including non-destructive writes and tools without
annotations.
- Prevents session or persistent approval choices in this mode so later
writes still prompt.

## Why

`auto` only prompts for risk-hinted actions, while `prompt` also
interrupts reads. Apps need a middle mode that gates writes without
prompting for declared read-only actions.

hefuc-oai d9cf931d0e [codex] Add managed new-thread model settings (#29683)
## Why

Admins need persistent defaults for the model, reasoning effort, and
service tier shown when the Desktop App creates a new thread. These are
initialization defaults rather than runtime constraints: the App should
use them to initialize its draft while still allowing a user to make an
explicit selection.

The app-server therefore needs to expose the managed values before
thread creation without changing `thread/start` behavior for other
clients.

## What changed

- Parse `model`, `model_reasoning_effort`, and `service_tier` from
`[models.new_thread]` in `requirements.toml`.
- Compose the `models` requirements through the existing
requirements-layer precedence rules.
- Expose the resolved values through `configRequirements/read` as
`requirements.models.newThread`.
- Add the corresponding app-server protocol types and regenerate the
JSON and TypeScript schema fixtures.
- Document the new `configRequirements/read` fields in the app-server
README.

## Scope

This PR is data plumbing only. It does not apply these values during
`thread/start` and does not change thread creation for existing
app-server clients, resumed or forked sessions, internal or subagent
sessions, `codex exec`, or the TUI. A companion Desktop App change owns
draft initialization, sends the effective settings for ordinary and
prewarmed starts, and preserves explicit user changes.

## Validation

- Requirements deserialization coverage for `[models.new_thread]`
- Requirements-layer precedence coverage
- App-server API mapping coverage
- `configRequirements/read` integration coverage
- Regenerated app-server JSON and TypeScript schema fixtures

felixxia-oai a6d20ed297 [codex] Surface MCP reauthentication-required startup failures (#29877)
## Summary

- distinguish expired, non-refreshable stored MCP OAuth credentials from
first-time missing credentials
- carry a typed `failureReason: "reauthenticationRequired"` on the
existing `mcpServer/startupStatus/updated` notification only when user
action is required
- keep the public MCP auth-status API unchanged and regenerate the
app-server protocol schemas and documentation

## Why

An MCP server with an expired access token and no usable refresh token
currently fails startup without giving clients a reliable, typed
recovery signal.

The existing startup-status notification is the natural place to carry
this state. Its nullable `failureReason` keeps the recovery reason
attached to the failed startup transition without adding a one-off
notification. Internally, Codex distinguishes first-time login from
reauthentication and emits the reason only when the startup error itself
requires authentication.

## User impact

App clients can prompt an existing user to reconnect an MCP server when
automatic recovery is impossible by handling a failed
`mcpServer/startupStatus/updated` notification whose `failureReason` is
`reauthenticationRequired`. Starting, ready, cancelled, unrelated
failures, and first-time setup carry no reauthentication reason.

felixxia-oai db541f4553 [codex] Add managed MCP server matchers (#29648)
## Summary

This PR extends the existing managed `mcp_servers` identity requirement
so that one name-qualified rule can use either:

- the released exact command or URL identity;
- an exact stdio executable with an exact-length, ordered argument
matcher list; or
- a direct MCP URL matcher.

Matcher-based rules stay under the released `identity` key and use the
same `McpServerRequirement` abstraction and `mcp_servers.<server_name>`
namespace.

## Behavior

Policy activation and name qualification are unchanged:

- If `mcp_servers` is absent, ordinary configured MCP servers remain
unrestricted.
- If `mcp_servers` is present, a server needs a matching same-name
requirement.
- `mcp_servers = {}` continues to deny every configured MCP server.
- Existing exact identity requirements keep their released semantics.

Plugin-bundled MCP servers use the same requirement shapes under
`plugins.<plugin_name>.mcp_servers.<server_name>`. Top-level non-empty
rules continue to govern only ordinary configured servers; plugin rules
remain explicitly plugin-scoped. The existing globally empty
`mcp_servers = {}` plugin kill switch is preserved.

Requirements layers continue to use the existing regular TOML merge
behavior. Atomic replacement of named MCP requirements is intentionally
out of scope here and is tracked independently in #30118.

## Requirement contract

The released exact identity contract remains valid:

```toml
[mcp_servers.docs.identity]
command = "codex-mcp"
[mcp_servers.remote.identity]
url = "https://example.com/mcp"
```

Command identities continue to check only `command`; they do not inspect
arguments, `cwd`, `env`, or `env_vars`.

A command matcher uses an exact executable plus an exact-length, ordered
argument list. Each argument position supports `exact`, `prefix`, or
full-value `regex` matching:

```toml
[mcp_servers.internal_mcp_proxy.identity]
command = { executable = "company-cli", args = [
  { match = "exact", value = "mcp" },
  { match = "exact", value = "proxy" },
  { match = "exact", value = "--server" },
  { match = "regex", expression = '^https://[A-Za-z0-9-]+\.mcp\.internal\.example\.com(?::443)?(?:/.*)?$' },
] }
```

Direct streamable HTTP MCP definitions can use the same value matcher
types through `identity.url`:

```toml
[mcp_servers.internal_http.identity]
url = {
  match = "regex",
  expression = '^https://[A-Za-z0-9-]+\.mcp\.internal\.example\.com(?:/.*)?$',
}
```

Plugin-bundled MCP matchers use the same contract inside the
plugin-qualified allowlist:

```toml
[plugins."sample@test".mcp_servers.internal_mcp_proxy.identity]
command = { executable = "company-cli", args = [
  { match = "exact", value = "mcp" },
  { match = "exact", value = "proxy" },
] }
```

Regexes are validated while managed requirements are loaded, and regex
matching must cover the complete value. Command matchers constrain only
the executable and arguments.

## Why

Enterprise administrators need to allow MCP servers by executable and
positional-argument shape, including fixed arguments plus constrained
values such as internal MCP URLs passed to a proxy.

- `just test -p codex-config` (198 passed)

Ahmed Ibrahim f8937b7d86 Represent MCP authentication with an enum (#29924)
## Why

MCP authentication has distinct OAuth and ChatGPT-session flows.
Representing that choice as `use_chatgpt_auth` makes one flow implicit
and allows the configuration model to express the distinction only
through a boolean.

ChatGPT credential forwarding also needs a first-party trust boundary. A
configurable `chatgpt_base_url` controls routing, but must not grant an
MCP server permission to receive session credentials.

This change builds on #29733, where the boolean was introduced.

## What changed

- Replace `use_chatgpt_auth` with an `auth` field backed by the
exhaustive `McpServerAuth` enum.
- Support `auth = "oauth"` and `auth = "chatgpt"`, with OAuth remaining
the default.
- Trust only the origin derived from the existing hardcoded
`CHATGPT_CODEX_BASE_URL` when granting ChatGPT auth to an MCP server.
- Keep configured bearer tokens and authorization headers ahead of the
selected authentication flow.
- Update config writers, schema output, fixtures, and integration-test
setup to use the enum.

## Verification

Integration coverage exercises the complete streamable HTTP startup path
in two independent configurations:

- A directly constructed MCP configuration verifies that matching an
overridden `chatgpt_base_url` does not grant ChatGPT auth.
- A persisted `config.toml` containing an attacker-controlled
`chatgpt_base_url` and `auth = "chatgpt"` verifies the same boundary
through normal config parsing.

Both tests complete MCP initialization and tool listing and assert that
the full captured request sequence contains no authorization headers.
Separate integration coverage verifies that configured authorization
takes precedence over ChatGPT auth.

Ahmed Ibrahim 4c0706e24a Allow ChatGPT-hosted MCP servers to use session auth (#29733)
## Why

ChatGPT session authentication was inferred from the reserved Codex Apps
server name. That couples credential routing to Codex Apps-specific
behavior and prevents other MCP endpoints hosted by ChatGPT from
explicitly using the current session.

The opt-in also needs a clear security boundary: an arbitrary MCP
configuration must not be able to redirect ChatGPT credentials to
another origin.

## What changed

- Add `use_chatgpt_auth` to HTTP MCP server configuration, defaulting to
`false`.
- Honor the setting only when the parsed server URL has the same HTTP(S)
origin as the configured `chatgpt_base_url`; otherwise remove the
capability before startup.
- Resolve bearer tokens and static or environment-backed authorization
headers before selecting authentication, with configured authorization
taking precedence over ChatGPT session auth.
- Enable the setting for the built-in Codex Apps and hosted plugin
runtime endpoints while keeping Codex Apps caching and tool
normalization scoped to the reserved server.
- Persist the setting through MCP config rewrite paths and expose it in
the generated config schema.
- Load the current login state for `codex mcp list` so reported auth
status matches runtime behavior.

## Verification

Core integration coverage exercises the complete streamable HTTP MCP
startup path and verifies that:

- a same-origin opted-in server receives the current ChatGPT access
token;
- an explicitly configured authorization header takes precedence;
- a different-origin server completes MCP initialization and tool
listing without receiving any ChatGPT authorization header.

Adam Perry @ OpenAI 1d65ccabd5 config: own layer provenance types (#29722)
## Why

## What changed

- Moved `ConfigLayerSource`, `ConfigLayerMetadata`, and `ConfigLayer`

- Kept app-server's wire payloads unchanged and added explicit
conversions at the app boundary.
- Removed lower-level app-server-protocol dependencies from config

xl-openai 2696e7199b [plugins] Add marketplace source requirements (#29690)
## Why

Managed deployments need a mergeable way to declare which marketplace
sources Codex may use. An enterprise-keyed TOML table avoids array merge
ambiguity and lets every requirements layer use the existing config
precedence rules without a marketplace-specific merger.

## Requirements shape

```toml
[marketplaces]
restrict_to_allowed_sources = true
[marketplaces.allowed_sources.company_plugins]
source = "git"
url = "https://github.com/example/company-plugins.git"
ref = "main"
[marketplaces.allowed_sources.internal_git]
source = "host_pattern"
host_pattern = "^git\\.example\\.com$"
[marketplaces.allowed_sources.local_plugins]
source = "local"
path = "/opt/company/codex-plugins"
```

`restrict_to_allowed_sources` follows normal scalar precedence.
`allowed_sources` follows normal recursive TOML table merge behavior:
distinct keys accumulate and fields under the same key use normal layer
precedence. The final `source` value later selects which fields the
marketplace admission policy interprets.

The raw rule fields remain optional while requirements layers are
composed, so a higher-priority layer can override only `ref`, `url`, or
another individual field. Source-specific validation and normalization
intentionally belong to the marketplace admission layer, not
requirements merging.

This initial shape includes `git`, `host_pattern`, and `local` sources.
It does not add npm or path-pattern rules.

## What changed

- Add the marketplace requirements TOML shape to
`ConfigRequirementsToml`, `ConfigRequirementsWithSources`, and
`ConfigRequirements`.
- Carry marketplace requirements through the existing regular
requirements merge path.
- Keep allowed-source entries as raw partial tables for downstream
policy interpretation.
- Cover partial same-key overlays, source changes, unknown fields, and
unmodified local paths.

This PR defines and composes the requirements only. Source admission is
implemented by the next PR in the stack.

#29691 will add runtime enforcement after it is rebased later.

Adam Perry @ OpenAI 67009bc53f mcp: accept foreign absolute cwd for remote stdio (#29493)
## Why

Remote stdio MCP servers can run in an environment whose path convention
differs from the Codex host. A Windows cwd such as
`C:\Users\openai\share` is absolute for the executor but was rejected by
a POSIX orchestrator.

Built on #29501, now merged, which only clarifies the host-native
`PathUri` constructor name.

## What changed

- Deserialize MCP cwd values as `LegacyAppPathString` so config does not
apply host path rules.
- Interpret that spelling as host-native for local launches and convert
it to `PathUri` at executor launch.
- Skip host filesystem and command resolution checks for remote stdio in
`codex doctor`.
- Add host-independent config and executor-boundary coverage using the
foreign path convention for each test platform.

pakrym-oai 6df037d47f [codex] add configurable token budget compaction reminder (#29255)
## Why

The token-budget feature reports coarse remaining-context milestones,
but it does not give the model a configurable wrap-up prompt before
automatic compaction. A strict threshold-crossing check can also miss
resumed or reconfigured windows that are already inside the threshold.

## What changed

- Add structured `[features.token_budget]` configuration for an absolute
`reminder_threshold_tokens` and bounded `reminder_message_template`;
`{n_remaining}` is expanded when the reminder is delivered.
- Compute remaining tokens against the next effective auto-compaction
boundary, including scoped `body_after_prefix` accounting and the full
context-window limit.
- Make reminder delivery level-triggered before and after sampling, with
one-shot state owned by `AutoCompactWindow` and re-armed on compaction,
`new_context`, restore, or history replacement.
- Leave the existing initial full-window token-budget context, 25/50/75%
notices, and token-budget tools unchanged.

jif 81b000421d Add config toggles for orchestrator skills and MCP (#28942)
## Why

Orchestrator-provided skills and Codex Apps MCP tools add model-visible
instructions, resources, and tools beyond the local workspace. Hosts
need config-level switches to disable those orchestrator-owned surfaces
independently, without disabling regular skills or regular MCP servers.

## What changed

- Adds `[orchestrator.skills].enabled` and `[orchestrator.mcp].enabled`
config entries, both defaulting to `true`.
- Includes the new settings in `config.schema.json` and in the config
lock so resolved thread configuration preserves the same orchestrator
exposure decisions.
- Threads `orchestrator.skills.enabled` through the app-server skills
extension so disabled orchestrator skills do not expose the `skills`
namespace or inject orchestrator skill context.
- Gates Codex Apps MCP exposure, app instructions, and app auth
eligibility on `orchestrator.mcp.enabled` while leaving non-Codex-Apps
MCP tools available.
- Updates the thread-manager sample config to disable both
orchestrator-owned surfaces.

## Verification

- Added config parsing, loading, defaulting, and schema coverage for the
new settings.
- Added MCP exposure coverage that `orchestrator.mcp.enabled = false`
removes Codex Apps tools while preserving regular MCP tools.
- Added app-server coverage that `orchestrator.skills.enabled = false`
prevents orchestrator skill tools, prompts, and resource reads from
reaching the model turn.
