pakrym-oai 4582c0a498 Annotate user input and contextual fragments with content kinds (#40196)
## What changed

- Preserve each contextual fragment's `ContentItemKind` when converting it to a response message.
- Classify user text, image, and audio content as `user.text`, `user.image`, and `user.audio` in their original order.
- Give additional context key-specific `additional_content.<key>` kinds and retain annotations on generated messages such as image resize notices and interrupted-turn markers.

## Testing

- Expand request-level coverage to verify content-kind annotations across mixed-modality turns, additional context, reminders, budgets, skills, model switching, subagents, and image resizing.

Owen Lin cbb7e82a8b Unify turn input submission and routing (#38275)
## What changed

- Add `TurnInputRequest` and typed submission results for atomically starting a turn, steering the active turn, or declining input with a specific reason.
- Expose `start_or_steer_turn`, `start_turn_if_idle`, and `steer_turn` on `CodexThread`, and migrate Core consumers to these APIs.
- Make app-server `turn/start` steer an active regular turn and return that turn's ID. Reject incompatible output schemas and non-steerable turns without applying settings or enqueueing input.

## Testing

- Cover concurrent start-or-steer submissions, accepted and rejected settings updates, output-schema compatibility, idle-start rejection, and app-server steering.

rka-oai 8b8fa7276f Use provider-reported rollout budget units (#36715)
## What changed

- Charge `codex_rollout_budget_units` against the shared rollout budget when the provider includes it in response usage.
- Fall back to weighted input and output token accounting when provider units are absent.
- Reject non-finite or negative provider units as a fatal response error.

## Testing

- Cover provider units in reminder thresholds and local and remote compaction budget exhaustion.
- Verify invalid units fail without retrying the response.

jif 0bbea86a6a Stabilize shared rollout budget test (#31587)
## Why

`subagent_usage_draws_from_the_shared_budget` intermittently fails even
when the shared-budget behavior is correct. `ResponseMock` records a
request before the custom Wiremock predicate is checked, so the
follow-up mock can also contain unrelated requests. In a [recent Windows
ARM64 run](https://github.com/openai/codex/actions/runs/28916285431),
`single_request()` saw all seven requests from the scenario.

## What changed

Select the request containing the follow-up user prompt before making
assertions. The test still requires exactly one matching follow-up
request and still checks that the root sees 50 tokens remaining after
the child uses its share.

This is test-only. Shared-budget behavior and the common response-mock
helper are unchanged.

rka-oai 1ec3def0b5 [codex] rename rollout budget error to session budget error (#29744)
## Summary

- rename the rollout-budget exhaustion error from
`RolloutBudgetExceeded` to `SessionBudgetExceeded`
- expose the matching app-server v2 wire value as
`sessionBudgetExceeded`
- regenerate JSON/TypeScript schema fixtures and update the app-server
docs and focused tests

This is a naming-only follow-up to #29715 based on [Pavel's review
suggestion](https://github.com/openai/codex/pull/29715#discussion_r3463183480).
Runtime behavior is unchanged.

rka-oai bbbea91960 [codex] surface rollout budget exhaustion (#29715)
## Summary
- surface shared rollout-budget exhaustion as
`CodexErr::RolloutBudgetExceeded` instead of a generic interrupted turn
- map it through the existing `CodexErrorInfo` and app-server v2
`codexErrorInfo` path
- keep local compaction from retrying after the shared rollout budget is
exhausted

This gives app-server clients a stable `rolloutBudgetExceeded` error
they can classify without guessing from `status="interrupted"`.

jif 49614a0391 Namespace multi-agent v2 tools under collaboration (#29067)
## Summary

Multi-agent v2 tools now use the fixed `collaboration` namespace when
namespace tools are available. This keeps the model-visible hint and the
actual tool surface aligned around `functions.collaboration.*`, without
exposing an unshipped namespace knob to users.

The PR also removes the old `features.multi_agent_v2.tool_namespace`
config/schema surface, updates the MAv2 test fixtures for namespaced
calls, and fixes stale `TurnContext.features` references that were
breaking `codex-core` builds.

## Changes

- Expose MAv2 tools under `collaboration` instead of relying on a
configurable namespace.
- Remove `tool_namespace` from MAv2 TOML config, resolved config,
validation, schema, and tests.
- Update tool-planning and integration fixtures to assert or emit
namespaced MAv2 tool calls.
- Read feature state through `TurnContext.config.features` in the
multi-agent mode context paths.

rka-oai bd5bd953fb [codex] configure rollout budget reminder thresholds (#29423)
## Summary

Instead of:

    reminder_interval_tokens = 65_536

allow users to configure explicit remaining-token reminder thresholds:

reminder_at_remaining_tokens = [65_536, 32_768, 16_384, 8_192, 4_096,
2_048, 1_024, 512]

rka-oai dac588f413 [codex] abort turns when rollout budgets expire (token budget 3/3) (#28707)
## Stack

Depends on #28494.

## Description

This PR propagates shared rollout-budget exhaustion through the existing
`CodexErr::TurnAborted` task result.

Each thread records its model usage against the same ledger. Once the
ledger is exhausted, that usage update and all later usage updates
return `TurnAborted`. The task wrapper emits the normal aborted-turn
event and lifecycle instead of completing the turn.

This is intentionally a soft boundary: there is no cross-thread
`Op::Interrupt` fanout. An in-flight thread can finish its current
response before it observes the exhausted ledger, but every thread
aborts at its next usage-accounting boundary.

## Tests

The integration coverage verifies that:

- the response that exhausts the budget aborts its turn;
- a later response also aborts because the shared ledger remains
exhausted; and
- sub-agent usage draws from the same shared ledger; and
- local and remote-v2 compaction abort without retrying or emitting a
generic error.

rka-oai 32a696dbac [codex] rollout budget implementation (varlength 2/N) (#28494)
## Stack

Depends on #28746. This PR implements shared rollout-budget accounting
and model-visible reminders using the configuration defined in #28746.

# Description / Main changes to Core:

`AgentControl` will now be the area where "rollout level" features &
accounting will have to live. It is incorrectly named for this
responsibility, but I think it can hold all the necessary shared state &
features (rollout token budget, mutliple thread interruption
responsibilitym etc)

In this PR, we have one "token ledger" that each thread will subtract
from when sampling. The "charge" will occur when response.completed() is
done and the calculation will be done on the responses api usage
carrier. The calculation will weigh sampling and pre-fill tokens as
specified.

Every time the budget crosses the configured reminder threshold, a
developer message is appended before the thread's next request

This remaining budget will _always_ be restated/reminded after a
compaction event.

Expiration and fan-out interruption will be in the stacked follow-up
(and also live in Agent Control).

## Reminders

"You have weighted {session_tokens_left} tokens left in the shared
session token budget."

The first request in each thread context receives the current remainder.
Later reminders are emitted after aggregate weighted usage crosses a
configured interval. If several intervals are crossed before a thread
sends another request, Core inserts one reminder with the latest
remainder.

Compaction response usage is charged before the next context starts. The
next reminder is appended after the compaction summary, leaving the
initial context content stable.

## Tests

Integration coverage verifies:

- weighted output and non-cached input accounting
- initial and periodic reminders
- shared accounting between a root and sub-agent
- post-compaction remainder and message placement

Local checks:

- `just fmt`
- `just test -p codex-core rollout_budget`
- `git diff --check`
