iceweasel-oai c333d755d4 Add the missing mxc-sdk UTF-8 resource patch for Bazel (#51890 )

## Why

`MODULE.bazel` already references `mxc-sdk_utf8_resources.patch`, but the patch file and its Bazel export are missing.

## What changed

Add and export the patch to pass `/c65001` to the Windows resource compiler when embedding `mxc-sdk` binary version information, selecting UTF-8 as the resource code page.
