## Why

Local secrets storage pulled in the unmaintained `proc-macro-error2` through `age` and `i18n-embed-fl`, requiring an exception for `RUSTSEC-2026-0173`.

## What changed

Upgrade `age` to `0.12.1` and update the Cargo and Bazel lockfiles. The updated dependency chain uses `proc-macro-error3`, allowing removal of the advisory exception from both `cargo-audit` and `cargo-deny` configuration.
