perf(grid): optimize virtual scroll to reduce white flash during fast scrolling

Add buffer, skip-hover, will-change, and CSS contain properties to all
RecycleScroller instances (DataGrid, ConnectionTree, ObjectBrowser,
RedisKeyBrowser). Disable pointer-events during scroll in DataGrid to
reduce repaint overhead.
