Excel renders numeric cells with the General format in the shortest
form, so database values like 0.3500000 exported from decimal columns
displayed as 0.35 and the declared scale looked truncated (#8225).
Pre-register one 0.0...0 number format per fractional-digit count (up
to 15) plus right/left alignment variants after the six fixed styles,
and switch fractional numeric cells to the matching format so Excel
keeps the decimals visible. Exponent-notation values and scales beyond
15 decimals keep the previous General rendering.

OceanBase Oracle (and other single-database) connections persist their
schema checkbox filter under the empty database key, but the editor
toolbar schema picker addresses the bucket with the "_" single-db
sentinel, so the strict filter never applied and unchecked schemas
still appeared (#8145). Normalize the sentinel before the lookup.
Also keep the login schema visible for user@tenant usernames: the
OceanBase login embeds the tenant in the username, so the bare-name
comparison hid SYS from sys@tenant sessions even though the user's own
schema should always stay selectable.

Redshift reads run every simple-query cell through decode_pg_text_wkb
with an unknown column type. The probe sliced hex[..2] before the
is_ascii() guard, so any cell starting with a 3-4 byte UTF-8 character
with an even byte length >= 10 panicked on a non-char boundary and
aborted the process under panic = abort (Windows BEX64 in dbx.exe).
Check is_ascii() first so ordinary multibyte text passes through.
Closes#7958
Settings and driver store no longer sit on a strip of their own: while
open but inactive they append to the focused group's tab strip (v0.6.2
order), and while active the app-level strip re-renders the open tabs
with mode icons and inactive styling as the mouse path back to the
editors. Special tabs follow the classic/separated presentation,
including the classic active underline.
Opening settings or the driver store hid the whole workspace, so every
editor tab vanished with no mouse path back. The workspace now stays
mounted and hides only the pane content, keeping the strips clickable.
Special-page tabs also follow the classic flat tab presentation instead
of always rendering as separated-layout pills.
