The tun/tungo listeners never tore down the active device on Close, so reloading (API config change or SIGHUP) with the same device name hit "device or resource busy": the kernel kept the old interface because its fd was still open, and the listen loop leaked devices created around shutdown, spamming errors and blocking SIGTERM. Track the accepted conn on the listener and close it (idempotently via sync.Once folding cancel + fd close) from both the loop's shutdown branch and Close(), with a send-race guard so a device created just as Close runs is still released. Closing the fd removes the interface, so rebind with the same name now succeeds and the process exits cleanly.
