Antonio SJ Musumeci 56285fc6e5 Pass annobin override to RPM toolset builds 
Important changes:
- Add Makefile RPMBUILD and RPMBUILD_FLAGS overrides for the rpm target.
- Detect /opt/rh GCC toolsets before RPM packaging.
- Pass --undefine _annotated_build to avoid Rocky 8 annobin plugin failures.

Antonio SJ Musumeci dfe053a0ae Require C++20-capable build toolchains 
Important changes:
- Switch mergerfs and vendored libfuse Makefiles to -std=c++20.
- Select the latest available GCC/G++ or toolset in container builds.
- Verify compiler C++20 support during package installation.
- Fix dynamic SysLog formatting for fmt C++20 checks.

trapexit 9b046d9a34 Rework credential handling to support chroot & idmap (#1595) 
Run in an elevated credential mode (root) and let the kernel manage
entitlements. Will result in slightly different behavior but should
not be noticed by most.

trapexit 2b500f194a Rework of runtime interface (#1498) 
Also have special error handling for when branches are invalid and
ENOENT would be returned for getattr and readdir so users understand
what is going on and the runtime interface can still be used to fix
the problem.

* follow-symlinks: allows mergerfs to transparently follow symlinks
* link-exdev: in the event a link returns EXDEV create a symlink instead
* rename-exdev: in the event a rename returns EXDEV move the oldpath and
  create a symlink for the newpath
