Subject: [PATCH] chore(deps): pin hwcodec to rustdesk-org/hwcodec#47

Move the locked hwcodec revision from febec27 to ec38eba, the merge of
rustdesk-org/hwcodec#47: GPU query failure handling, Windows resource
handling and recoverable fragmented MP4 recording. hwcodec's own
dependencies are unchanged.
