wweir f7a288af4c refactor: extract configuration to dedicated config package 
- Move configuration structures from cmd/sower/main.go and cmd/sowerd/main.go to config package
- Add config.SowerConfig and config.SowerdConfig types
- Implement Validate() method for configuration validation
- Update Go module dependencies to latest versions
- Improve code organization and maintainability
