将本地 tool_search/custom 工具改动（customTools/toolSearch 穿参与流状态标记）
移植到上游重构后的 CC 公共管线；同步适配上游新增调用点
openai_gateway_messages_chat_fallback.go 的 ChatCompletionsResponseToResponses 签名。
