Zichen Wang 5968fd0ed9 fix(channel-monitor): add missing minimax to provider allowlists ...

Fixes #7061

monitorProviders and probeCapableProviders were missing
MonitorProviderMiniMax even though the constant, adapter, ent schema and
error message all already included minimax, so provider=minimax was
rejected by validateProvider.
