tunsuyandCursor ef891643e9 merge(main): resolve antigravity toolConfig conflict for #6689 ...

Keep always-on toolConfig from main (reasoning models without tools) while
retaining the PR behavior that drops mixed built-in tools when client
function tools are present, so includeServerSideToolInvocations stays unused.
