Replace active S3 sync with encrypted WebDAV synchronization and independent backups. Support explicit empty passwords and unauthenticated MongoDB, Redis, HTTP and HTTPS targets. Include migration, design and validation documentation. Validation: build and go vet passed; Playwright 113 passed with 4 existing failures. Full Go run reproduced the existing cluster discovery test failure. Preserve unrelated SSH fingerprint changes outside this commit.

S3 同步迁移说明
S3 多端同步已由 WebDAV 同步备份 替代。原页面、自动同步及 /api/v1/configuration/s3/* API 不再启用。
旧 S3 设置、状态和远端文件保留，不自动迁移或继续上传。WebDAV 使用独立设置与基线，自动同步默认关闭；请按新文档重新配置。部署前须停服并备份完整数据目录。
