refactor(data-model): groupId 迁移至 io.github.julxxy，版本升至 1.0.9，GUID 标识段改为 CEBSIGN
- GUIDUtil 中间固定段由人名改为 CEBSIGN，格式与 36 位总长不变 - data-model pom groupId 改为 io.github.julxxy，版本 1.0.8 -> 1.0.9 - webapp 依赖及 smart-doc include 同步切换到新坐标 - 两处 README 的 Maven Central 徽章/链接指向新坐标，补充 groupId 迁移说明 - TODO 增加发布 1.0.9 到中央仓库的待办
