Skip stable installer alias publishing for prereleases (#51425)

## What changed

Require `--prerelease false` before publishing the R2 `codex/install.sh` and `codex/install.ps1` aliases when updating the `latest` channel. This keeps prereleases marked latest from overwriting the stable installer aliases.
