hanhvs 8f9cbc4ef0 fix(ci): update source-pattern tests for the maxSizeBytes arg and fix clippy identity_op 
- externalSqlFileStartup.test.ts and sqlLibraryImportEncoding.test.ts
  matched the old single-arg readExternalSqlFile(Snapshot) call; update
  the expected source strings to include the size-limit argument.
- external_sql.rs: 1 * 1024 * 1024 triggers clippy::identity_op under
  the CI toolchain; simplify to 1024 * 1024.

hanhvs 56572bd255 feat(settings): SQL File Size tab with configurable web upload limit 
Group SQL file size settings into a dedicated settings tab:
- Editor limit (from previous commit) moves from the Data tab
- New web upload limit for the web Execute SQL File streaming path,
  persisted in storage (default 200 MB, clamped 1-4096 MB), editable
  from the web settings dialog and exposed via
  GET/PUT /api/app-settings/sql-file-upload-max-bytes
- The /sql-file/preview body limit becomes a hard upper bound; the
  effective per-request limit is enforced in the handlers
- Web dialog fetches the effective limit for its client-side pre-check
- i18n across all locales; settings search + transfer category maps

hanhvs 9518043913 feat(settings): configurable external SQL editor file size limit 
Add an editor setting to control the maximum size of external SQL files
opened in the editor. Files above the limit are routed to the streaming
Execute SQL File dialog instead of the editor.

- settingsStore: externalSqlEditorMaxMb (default 64, 1-4096 MB)
- sqlFileOpen: normalize/clamp helpers; readBrowserSqlFile accepts a limit
- Rust read_external_sql_file: optional max_size_bytes, clamped server-side
- Editor settings dialog input + i18n across all locales
- All open paths (toolbar, file panel, library, drop, change detection)
  pass the configured limit
