zipgandzipg 78b1de5141 fix(oracle): keep copied connection URL credentials readable (#12020) 
复制"连接 URL（含密码）"时，Oracle 连接的密码会走 encodeURIComponent，
`^` 被写成 `%5E`，粘贴到其他软件后与用户设置的密码不一致（#10057）。

Oracle 没有 URL 客户端，这个字符串只是 DBX 自己的交换格式，Oracle 从不做
percent 解码（与 #11612 里 JDBC 项保持字面量的原因相同）。因此 Oracle 的
标准 URL 改用 encodeOracleUrlCredential：保留 RFC 3986 的 unreserved 与
sub-delim，加上 `^`；`%`、userinfo/路径分隔符与空白仍然转义，保证复制出来
的文本导入后还是同一个凭据。

其它方言的 URL 由驱动消费，保持原有全量编码不变。
