jammy's mold 1.0.3 mis-links the bundled duckdb C++ library: every
runtime test panicked in duckdb_create_config. Install the current
static upstream build (with a post-install version check) instead.

ci(rust): link with mold in linux cargo jobs
...
sccache cannot cache the link step, so test-binary linking dominated
rust-test and the packages release build. Wrap the cargo-invoking steps
with 'mold -run' (PATH-level ld interception) instead of touching
RUSTFLAGS or .cargo config, which would rekey the shared sccache cache.

ci(rust): add sccache to packages and agent jobs, drop gha fallback
...
The packages job compiled dbx-cli/dbx-mcp cargo targets with no cache at
all. agent-rust only had rust-cache, so every lock change recompiled the
bundled duckdb C++ library. The GHA sccache fallback for fork PRs wrote
nothing (0% hits, all writes erroring under the v2 cache service) while
main only populates S3, so forks now build without a wrapper and lean on
the rust-cache restore from main.

fix(ci): brew dbx-cli formula from native release archives
...
The generated formula installed the npm tarball, which broke inside
Homebrew's --min-release-age cooldown: the platform binary is an npm
optionalDependency, so npm silently skipped it and brew shipped a
non-working CLI. Generate the formula from the prebuilt native
archives on the packages-v release instead, verified against
CLI-SHA256SUMS, with per-arch url/sha256 for macOS and Linux and no
node dependency.

fix(ci): guard win7 webview2 loader link against sccache
...
v0.6.0 shipped a win7/Server 2012 R2 installer whose dbx.exe statically
linked a WebView2 loader >= 1.0.1054.31 instead of the pinned 1.0.902.49,
failing on kernel 6.3 with ERROR_NOT_SUPPORTED. The loader patch rewrites
a file inside the cargo registry, which no compile cache can observe, so
the win7 release job stops using sccache until the loader is vendored,
and a binary audit now rejects any dbx.exe carrying post-1.0.902.49
loader strings.
