t8y2 7e732a985a fix(ci): move Feishu release card after release promotion ...

The card previously sent right after the prerelease publish, so its
title kept the (预发布) suffix and never updated once the release was
promoted. Move the job next to notify-qq in publish-packages.yml so
the card reflects the formal release.
