This is to enable use case like plg_authenticate_partners working with
vfs defined like this:

/test/ {"type": "blackhole"}
{{ else if .username | eq "svc" }}
/test/ {"type": "blackhole"}
{{ end }}
where both env variable works fine and the contains template func handle
nil without throwing

...
before this, when using the gateway we'd be creating new sockets
everytime, making it possible to consume all the available sockets in
the os when we should be reusing those as much as possible

...
before this we would have issues where errors on window would not get
recognised as ErrNotFound and the error code would not get translated
properly. Let's not spread SafeOSOpenFile like we did and make something
simple instead
